This was almost word for word the story Golitsyn sold to Angleton as the rule by which everything the KGB did – and everything the CIA had done in response – was to be judged. What they jointly termed Moscow’s ‘Master Plan’ would shortly cause such damage that those outside the Counter-Intelligence Staff referred to it as ‘The Monster Plot’. It would paralyse Western intelligence and bring ruin on innocent officers and defectors alike; Goleniewski was the first victim.

If he did not then fully realize the havoc Golitsyn was wreaking – and there is no evidence that he even knew of the man’s existence – that autumn Goleniewski had every reason to feel disorientated by the mixed messages emerging from Langley; as Angleton’s apostles inside the Agency increasingly treated him as a threat to US national security, a rival faction had been pressing Congress to grant him the right to American citizenship.
